Andrey Zharkevich was born on March 31, 1979 in the Vishnevo village, Volozhin district, Minsk region.
Graduated from the Higher State College of Communications in 2010, the Academy of Public Administration under the President of the Republic of Belarus in 2012.
Started his career as a fourth-category electrician of the sub division for major and minor repairs of a cable line infrastructure of the Minsk Regional Telecommunications Workshop of Minskobltelecom. Having passed the steps of the professional ladder, in 2015 he became the head of the Minsk Regional Telecommunication Workshop. In 2019-2021 - Director of the Minsk Branch of RUE Beltelecom.
Since May 2021, works as the Deputy General Director for Technical Issues of RUE Beltelecom.
Implements the uniform engineering policy on the integrated telecommunications infrastructure development for foundation of material and engineering unity in operation. Responsible for the development of the primary and secondary network and data transmission network, project expertise, technological process automation, IT issues, modernization programs development, operation of international, long-distance, local telephony, document communication, data transmission networks. Controls the quality of telecommunication services. In charge of health and safety matters.
